Why are thumbnails showing media offline when it is available?

Because thumbnails are cached once, and left alone after that.
If some media goes offline, the state of it's thumbnails are set to offline.
Empty your thumbnail cache folder (it's specified in your system settings), restart FCP, and voilá.

Because the thumbnail caching in FCP isn't all that smart. To force FCP to regenerate the thumbnails, delete the files in your Thumbnail Cache Files folder (set in FCP > System Settings) and reopen your project.
